The “not all cops” crowd is interesting bc it’s comprised of people who mistake their failure to recognize institutional racism as a shield against bias. Basically a group of ppl who think they’re smart for not reading reports + not listening to ppl on the front lines of activism
As long as contrarian bad faith takes about racism and police violence exist, you can “but what about the other side” your way out of honestly evaluating the facts. Some ppl really believe this translates into a more sophisticated understanding of the matter
I’d say it’s cowardice but I think a lot of people really believe that by not having an opinion on racist cops they’ve somehow wrestled with the facts and different sides in a really sophisticated way that’s somehow bias-proof.
“Not all cops” is just noncommittal enough to appeal to these people because as long as at least one cop, somewhere in the world, hasn’t done a racism (not one on record anyway), they can pay themselves on the back for their Really Smart Serious evaluation of the situation.
