As I read the introduction, I noticed a paragraph (circled below), the part that stands out to me is the "it is not a matter of whether we have the means to address the problem, it is more a matter of whether we have the will"

He states that there needs to be a balance approach on crime and has good the recommendations into "Policing" "Justice System" & "Building Solid Foundations for Kids & Families"
So Policing, as in prev pic, everything seems good, until you get to the bottom where it speaks to the officers being unable to build trusting relationships with community due to emerg calls.
When Tory was voted in as Mayor in 2014, he cut upward to 600+ cops and decreased funds.

The justice system changes he spoke about then are basically the same as today, except now he has added the gun ban.
He speaks to "Parenting", but what I found ironic is last paragraph that speaks to parents struggling to spend time with children due to difficult economic realities. Yet, since Tory has been Mayor, TO has become completely unaffordable for the avg parent, much less low income.
He continues with Educational Resources which include creating/restoring counselling in schools.
I have been speaking to this since the BOH motion was put forward and have never heard Tory speak to this ever.

Next is the Community Activities/Facilities and the desperate need to have adequate and equal facilities and programs across the city regardless of economic make up.
In his conclusion statement below he states that he feels approach to tackling violence should be well rounded, and that approaches to only enforcement or only community programs is about the politicians and not about the communities.....
Yet he has only primarily funded cops.

This part infuriated me, "Politicians quick to remind us of stats of crime rates. However deflecting people& #39;s concerns with dry stats does not speak to people& #39;s real apprehension and concern for their communities and children"

So the reason for @JohnTory writing the report was because he was "taking action" and calling on the McGuinty gov to implement some of the recommendations immediately and to start laying foundation for ones that will take longer.
So, my question to you @JohnTory is why have you not laid the foundation or immediately implemented the very recommendations you wrote in 2007 when you became Mayor in 2014? No where in your report does it state spending BILLIONS on transit or a park.
