OED says system was inadequately funded by federal govt going into this pandemic and ,as we know, the system is antiquated and needs to be modernized.
It’s important to note: OED says 91% of the hundreds of thousands of unemployment claims have been processed.

But thousands of people are still wondering if money will arrive in time to pay their bills.
OED tells lawmakers that Oregon’s Unemployment Insurance Trust Fund was well-prepared for an event like this.

The number of initial claims has dropped off a lot, OED says. Right around peak levels during Great Recession. Jobs lost FAR exceeds those lost during Recession.
