Connecticut was the first to publish a statewide higher ed reopening framework after the Reopen CT Advisory Group submitted recommendations to @GovNedLamont earlier this month.

The report’s authors recommended several gating conditions that should be met before students return to campus. Almost all these prerequisites require action from the state itself.
Perhaps the most noteworthy among them is a liability shield for institutions.

Institutions would have to comply with state guidance to be protected from COVID-related litigation. The report includes draft executive order language for this protection.
Other gating conditions where responsibility falls to the state include:
1) Providing IHEs with resources for testing & tracing
2) Outlining public health guidelines for IHEs
3) Supplying IHEs with enough PPE

The Advisory Group also called on IHEs to develop individual plans for full and partial reopening that should address four elements: repopulating campus, monitoring health conditions, containing the spread, and shutdown protocol.
Finally, the group laid out other policy recs such as allowing IHE staff/students to be trained for COVID tasks like contact tracing, providing continued flexibility for IHEs/programs administering virtual coursework, and ensuring students stay on track to completion.
