Both of the Coopers in the NYC video turned out to be Karens, but the secret is that both rely on bigger and stronger Karens for their coercive power.

One appeals to the cops, claiming to be a victim. The other appeals to online justice, which turns out to be a mob of its own.
White Karen claims victim status and calls cops. But Black guy was also a Karen, as he says himself that he pulled out the "dog treats" he carries "for just such intransigence."

In other words, he's done this before. He plans for this sort of thing. He is a park Karen.
She plays up her status as a women in danger. She's a victim of abuse. She invokes the cops.

He then responds by a sort of doxxing, invoking the online world which in turn gets white Karen fired and has her dog taken away.

Black Karen ended up holding more power in the end.
But the most important part of the story is this final court of Karens, those of us interjecting ourselves into a story that is really not our own. We are nevertheless ready to see that justice gets done, one way or another, and so we spring to action.

We are Karen. Karen is us.
