1. Unemployment Database to be created for all individuals who do not have regular salary/wages after 18 years of age
2. There should not be any exclusions even if a person is going to pursue studies his/her name should be registered. MANDATORY

3. The database should be of different types based on the collar colours
4. If the state cannot employ those individuals or there is not enough opportunities. Then centre will interfere to find their employment in neighboring states based to distance to home state #MigrantCrisis

5. Every state should have threshold on how much migrant population it can take based on that the centre need to allocate the individuals
6. Periodic upskilling has to be done under National Skill Mission

7. Only if Centre is unable to find a suitable employment for that individial nor skill them. Centre can directly involve in finding an employment outside the country or pay doles or can employ them in direct supervision on government run projects

8. Unemployment database should have a web portal where private firms can access them to look for human resources all by agreeing to the minimum wages/salary
9. By this way both State and centre will have more information about the migrant workforce

10. Centre/State can involve during a crisis situation like #corona or any other to directly get in touch with the workforce and their employers about their livelihood and transport them to the home states if needed.
