If a police force uses outdated equipment and shoddy tactics that only leave disorganised assaults on crowds as the first resort then that is often a sign of the kind of lack of internal oversight and discipline that allows often racist warrior policing to flourish

When police forces start defining much of the population they are tasked to protect as hostile by default, then a red zone/green zone mentality kicks in that fosters implosion of discipline
