If you wanna be friends, just genuinely get to know them. Have an honest interest in them. But also know your boundaries. Be considered.

If the other party doesn't respond the same way, maybe they don't want to be friends or it'll take some time to open up. Don't give up. But if it's seems like they're really not vibing with you then stop. Stop and just move on.

Tbh that's why it's so hard to make friends cuz everyone is different. Everyone has their own thing, their own personality, opinion, boundaries, preferences and more. Some people you vibe with and some you don't. And that's perfectly normal.
