During the COVID19 crisis, governments are using cash transfers to support their citizens. How can governments use "labels" to link transfers to a certain purpose and help people plan? I discuss this in my brief, part of a series by #MBRG @Oxford_CSAE https://bit.ly/2yysCvw  1/4
I have 3 main takeaways: 1) Labels can be as effective at changing behaviour as conditions, presenting an alternative to conditions during the current crisis and allowing households greater autonomy during a rapidly changing situation. 2/4
2) Assigning a clear label to a cash transfer, by e.g. calling it a food transfer, may align those within a household on the intended use of a transfer, potentially reducing domestic discord. 3/4
3)Planning is important so households can use cash transfers to cover short term food needs, maintain existing assets & rebuild their livelihoods. So households can plan effectively, the duration, amount, & frequency of cash transfers need to be clearly laid out and stuck to 4/4
