This is the NHL is forcing the NHLPA's hand. They want to corner the PA into making a decision quickly. The PA has hundreds of members. For a decision like this they need a lot of time to get their ducks in a row. The NHL is taking away that time.
Every single member of the NHLPA is going to want to vote on this. A full union vote can take a month or longer. By accelerating the timeline the NHL is ensuring that only the PA exec committee get to vote, panicking, without even a complete idea of what they're voting for.
To prevent this from happening without the vote, the NHLPA would essentially need to go on labor strike, which is also highly unlikely to happen in this short period of time. Strikes can take months to plan and prepare, and several weeks to vote for. The PA doesn't have that time
This is employers forcing employees' hands. The info dump from today looks completely mismanaged, uninformed, and a Mess; it wasn't. Don't think for a second the NHL didn't know what it was doing. This was a deliberate attempt to ensure the NHLPA couldn't protect its members.
