10 questions we should answer as our state reopens further:

1. Based on testing and hospitalization data, it appears there are more COVID 19 infections today than when sheltering in place began on March 20. If so, why are we loosening restrictions?
2. More than 2,000 Californians are still testing positive every day. How many of these people have been under sheltering-in-place orders and how many are essential workers who were exposed outside the home?
4. Why are we not doing regular scientifically monitored tests of random samples of the population to show the extent of asymptomatic infections, overall infections and rate of spread?
8. What are the state and county audit and oversight activities in the reopening? Is waiting until infections and hospitalizations spike, two to four weeks later, too late?
9. As we re-open restaurants for indoor dining, how will we know if doing so leads to faster spread of the virus?
7. @GavinNewsom outlined six indicators the state would consider when modifying the Stay at Home order, including the ability to protect those at high risk for COVID-19. How does his reopening do this?
3. The number of tests being conducted is valuable for tracking, tracing and isolation of individual cases. But aren’t these test results insufficient for broader use because of the motivation of the person requesting the test?
5. Nursing home vulnerabilities have been known for months. Despite saying they are a priority for testing, why are we not testing every resident and staff person on a regular basis?
10. Does lowering the infection rate remain the top state goal or has it been replaced with a desire to reopen the economy even if infection rates go up? If so, how high a rate will be acceptable?
6. The virus is spread most easily in crowded living conditions, which are more common in lower-income neighborhoods hit hardest by the economic slowdown. How can we offer more help? Alternate housing for those who test positive?
