More than a month ago, I started digging through Congressional financial reports after news of Sen. Burr’s stock trading came out. I wanted to see who, if any, members of Tennessee’s congressional delegation had similar activity.
I started by looking at the House and Senate’s website, looking through each pdf I could find. It took me a long time to go through all of the reports, largely because of significant activity by @drphilroe.
After taking all of the info on pdfs and putting them in a spreadsheet, here’s what I was able to find:
Between January and April 2, @drphilroe had 680 transactions with 314 assets, valued between $4 million and $18.4 million.
In all 2019, @drphilroe had 846 transactions with 277 assets, valued between $4.6 million and $21.8 million.

In January, @drphilroe bought stock in lots of companies including @zoom @amazon @wayfair @slackHQ @roku @spotify
He also bought stock in several companies that are now working on COVID-19 tests or vaccines. Many of these companies have had their stocks skyrocket in recent weeks. They include @GileadSciences @veevasystems @CatalentPharma
In early March, @drphilroe sold stocks en masse, just days before many of them hit their lowest values of the year. Among his sales were @chevron @delta @royalcaribbean @disney
It is unclear whether @drphilroe did anything illegal in all of this. What is clear is that Roe was very active. In fact, the sheer volume of transactions @drphilroe had this year are more than any other member of Congress, according to a @CampaignLegal analysis
This story has a lot of information in it and took a ton of time. If what I’ve said above hasn’t convinced you to read it, maybe this will:
On March 12, @drphilroe appeared on @foxbusiness. During his interview, he mentioned the name of @GileadSciences, a company working on a COVID-19 vaccine. What Roe didn’t mention: at the time he owned between $16,001 and $650,000 stock in the company.
