In a natural sense, only some people have the right to enforce rules or laws on other people.
This is a “law of the jungle” thing.
Teachers have the right to tell students what to do. Police tell the public what to do.

The issue of authority is why middle schoolers are such a nightmare. They are still figuring out where their authority ends & others’ begins.
Boys try to shame girls into submission. Girls play power games with eachother & with boys. They make rules & punish outliers.

People are unclear where their authority ends and someone else’s begins.
The truth is, whether someone else is breaking a rule or a law, you do NOT have the authority to step in as vigilante.

To do when you see someone breaking a law is to FIND AN ACTUAL AUTHORITY.
If you live in an apartment complex, appeal to the superintendent. If you are on the street, find the police.
If you are on a bus, go to the bus driver.
If you’re in a shop, tell customer service.

Are citizen’s arrests technically legal?
Depending on the state and the circumstances, yes.
But would any police officer tell you it’s a good idea? No.
They would tell you that ordering around a stranger could get you shot. And they’d be right.

Well—no. Just because some lady doesnt have the right to tell YOU what to do does not mean you have the right to tell HER what to do.

The reason this is all happening is 1. It’s not fashionable to trust police, or any other actual authority, and 2. The internet has made everyone think they have rights that they Do. Not. Have.
You don’t get to be the moral authority just because you think you are.
