1) Department of Rajbhasha has put together a vast programme in scope, which tells us just how thorough Hindi domination is set to be in India in terms of administration. 2) All union government personnel should be trained in Hindi and those who cannot learn Hindi should be penalised. A colossal Hindi training programme for transacting all business is envisaged.
3) The domination of Hindi is not limited to administrative work of the union government, but even banks and PSUs should all be converted to Hindi. Banks are subjected to inspections to ensure that they are Hindi-compliant.
4) Just like evangelists track conversions, there is a centralised website proposed to track conversions to Hindi. The website is detailed and exhaustive. All ministries, banks and PSUs are to be monitored.
5) People are encouraged to convert to Hindi. However, if there are recalcitrant people in the administration, they should be whipped into converting into Hindi. Conversion by inducements, force or fraud is the goal. And we call EJs obnoxious!
6) In case any advertisement is given in English/regional languages, it should be accompanied by the Hindi version also. In English newspapers, the location of the Hindi version should be specified and maintained by the organisation in question.
7) Targets have been fixed for conversion to Hindi. India has been divided into three regions. Hindi speaking states (region A), Hindi-philic states (Gujarat, Maharashtra, Punjab-region B), non-Hindi states (Jammu&Kashmir, Assam, NE states, Bengal, south Indian states-region C)
8) The scope of the conversion programme is vast. Take a look at how everything is compulsorily supposed to be in Hindi and how all personnel are compelled to be proficient in Hindi.
9) Training material for non-Hindi states (region C) should be provided in Hindi+English, but training material for Hindi states (region A) and Hindi-philic states (region B) should be provided only in Hindi. Looks like Marathi, Gujarati, and Punjabi are scheduled for execution!
10) IAS officers shall be compulsorily converted to Hindi, just like everyone joining the Mughal service was required to learn Persian. IAS officers should be compelled by their seniors to converting into Hindi.
11) In order to achieve targets for Hindi usage, reservation for Hindi personnel shall be instituted, de-facto. Here is what the Rajbhasha department recommends.
12) Conversion of non-Hindi folk to Hindi shall be overseen by the high mullahs of Hindi-dom. Here is how it shall be overseen.
13) Here is the most important part. Even for official communication from non-Hindi states (region C) to other non-Hindi states (region C), Hindi should be employed. In fact, a target of 55% of communications has been fixed for the year! 30% of file notings should be in Hindi!
14) 40% reservation for typists/stenos [BTW, this clever heading will include most clerical/official jobs, since almost all require to type] are to be reserved for Hindi folk in non-Hindi states.
15) A minimum of 25% of the inspector jobs shall be reserved for Hindi folk in non-Hindi (region C) states.
16) Apart from this, 20% of all PSUs, banks, etc in non-Hindi states (region C) are to be converted to Hindi by the end of the year! Entire sections are to be converted to Hindi. If there is no concept of sections, it shall be 15%
17) Not even NRIs are to be spared the effects of conversion to Hindi. Even offices abroad are required to have 50% of their correspondence in Hindi.
18) Unfortunately, the entire budget for this exercise is not mentioned, but given the amount of sweeping changes set to be introduced, the total budget will be in thousands of crores. This budget would put the budget for the Department of Minority affairs to shame.
