That doesn't mean the CEO should be totally off the hook. The investigation should fully look into possible neglect in terms of safety protocols and standards on part of PIA and CAA. And the CEO does need to be asked about that, and what was being done to address any such issues

Can't evade this just by referring to PAF's relevant subject matter expertise and arguing that this criticism is unfair. Have to address the broader problem there
Lastly, one's legitimacy in feeling upset about the real or perceived unfairness of this criticism is proportional to whether one has been adequately critical of clear cut excesses by the mil or wrong appointments of (serving or retired) mil officers in various places
For that one doesn't even have to go very far. There have been several recent examples. Asim Bajwa's appointment w/o 2 years lapse, Qamar Bajwa's extension, Mush's trial and ISPR/GHQ's reaction to that, etc.
