tl;dr:
1) The data for NC are mixed but generally OK (not great, not bad - sorta just muddling along): cases are up BUT testing is WAY up & the positivity rate is low & steady; no resource stress, BUT things aren't really improving; nursing homes/prisons remain a problem

2) Cooper's Phase 2 regs are a mess - restaurants & brewpubs, not bars; pools, not playgrounds; no county distinctions; etc. BUT mass gathering restrictions are IMO defensible right now, & the GOP convention isn't being singled out (esp since Mecklenburg is a hotspot) /x
