We looked at population penetration, privacy and effectiveness of an app to arrive at a 'Viability Rating'. A 3-point colour coded scale was used to grade each criteria.

1. Solutions should not be deployed in ways that can cause exclusion/denial of rights and/or privileges.
2. Inequity of internet access needs to be addressed in any future stimulus/recovery package (we even mapped some of our estimates).3/n

3. Effective legislation and the use of privacy preserving models are a must.
4. Mass rollouts must be preceded by proofs of concept.
