Let me put this another way:

Put aside the #1 use of the program to replace US techworkers with corporate serfs. The solution to any so called “job Americans won’t/can’t/don’t do” is to train Americans to have those jobs or allow market forces to raise the price of labor to the point Americans seek them out.
If the result of that is offshoring, that’s fine. Corporations are allowed to do that. But they should then be subject to an appropriate tariff on the products or services they re-import and should be barred from government contracts.
But that probably won’t be necessary, because I know America’s draw is not a cheap labor pool, but the unrivaled integrity of our legal system, beautiful country, and high development that makes companies want to exist, thrive, and stay here.
