I'm actually scared that I just imagined Smilin' Perry and that it was never a real game, since nobody I've ever asked remembers it.

What I remember about the game:
it was a flash game/interactive cartoon about a superhero clad in orange with the name smilin' perry, who had a sidekick that was a teenage girl with a coffee addiction who could have a coffee-induced heartattack in the first chapter of the game

The villain of the game was a sort of alien squid guy (similar to kang and kodos from the simpsons), he hated toast but always forgot he hated it, and you had the choice to feed him toast at the start of the game, he would get mad and spit it out, you could do it about 4 times.

It was animated with comic-style boarders and text bubbles, and there was a narrator who would explain what was happening in each scene.

This game was on the Teletoon website along with the Edgy Wedgy games (that are thankfully preserved with the Flashpoint project)

I have no doubt in my mind that Smilin' Perry is likely lost for good, but if anyone remembers this game or a game that fits the description, please let me know, because I am seriously hoping I am not the only one who remembers!!

I also remember that there was a separate game with these characters that was a simple Space Invaders clone, but other that it's connection to Smilin' Perry, there's nothing really of note about it.
