Today I passed a sign for a "Sarah's drive by bridal shower" (how does that work?) one for a drive in church service (set your radio to such and such frequency) and innumerable diners and pubs with hastily made signs for take-out, lanes for social distancing pick up and so on.
I passed four booming nurseries in four different small towns where almost everyone was wearing a mask while they carted around their wagons of lobelia and impatiens. I saw mobile checkout carts and dispersed points of sale and it all seemed to be working pretty well.
See the inventiveness, flexibility, and ingenuity of people? Support people, inform people, take delays and distortions out of information streams and get out of the way of the people.
Complex adaptive systems adapt. Given accurate timely information they can find better faster cheaper solutions than command and control approaches.
We should try it for climate change.
