This is right. It’s easy to be upset at people for what they are doing (and, yes, they should know better).

We expect elected officials and other decision makers to make informed decisions because they are best positioned to do so - not to essentially pass the buck to people not so well positioned. 2/
I’m sure there are some people who think wearing seatbelts on planes or putting your seat in an upright position for takeoff & landing is stupid. But people do it because that’s the rule. 3/
With COVID, increasingly states and other decision makers are basically outsourcing risk assessment to individuals. And that’s a bad place to be policy wise. 4/
