I've been learning about harmful daycare regulations for a few years, but it hasn't been my main focus area. I recently did a deeper dive and could NOT believe what I found.

First, daycares are struggling hard in the COVID age. Daycare is often out of price for many families.
DC in particular has been keen on making it impossible - already upwards of $24,000/child, DC decided to require COLLEGE DEGREES for daycare workers and crack down on informal playgroups bc regulations.
Now, many daycares won't be reopening soon, and we're hardly incentivizing them to.

I'm ALL for regulations that keep kids safe. But Wisconsin has regulations that say kids in daycare MAY NOT USE "trampolines and inflatable bounce surfaces." I KID YOU NOT.
I go on to outline regulations that stop people from working from home for no reason and regulations that stop people from feeding the poor for no reason. Both of those things are key during this time, more than ever. Food banks are struggling. People need work flexibility
FWIW there were some crazy daycare regs/claims but I couldn't find enough evidence for me to include. It does seem at one time NY mandated the spacing between kids' coat hooks. And there was a claim by a daycare workers that she had seen crackdowns due to grass pointy-ness
