Context:

The guy who wasn't laughing is Feech La Manna. He just got out of jail after 20yrs. He approached Tony Soprano to get back in the game. Feech started disrespecting Tony.

Tony subsequently "dealt" with him by setting him up in a raid... & Feech went back to prison.

Moral of the story:

If your mate doesn't laugh at your jokes, put them in jail.
