Certainly this video shows people not following rules, but heavy-handed enforcement is not the answer.
The health unit should be handing out masks, the city needs to be closing more major streets. They should be opening Garrison Commons and Lamport to provide more space.

We can& #39;t be shocked and appalled when people congregate in the few large spaces available to them, and want to see the only other people they know when many live alone or with one other person in a sky shoebox.
