Are you using the Google Search app on iOS 13.5, but do not have Dark Mode?
For me it is missing in the app settings nor can I activate it by turning it on in system settings.

To anyone that has Dark Mode, are you using G Suite? That seems to be the only thing I can think is the difference between my Google Account and anyone else’s...
So I tried one 
thing to see if the fact that I have a G Suite account is why Dark Mode was not showing up in Google Search for iOS. I added a regular plain Google Account to the app. Then I tried turning Dark Mode off and on in iOS. Still didn’t work.

I removed the account so just my original G Suite Account was in my Google App. I left the app open, I was in the stock iOS Mail app managing a deluge of messages. I had to look something up, so I opened the Google Search app and all of a sudden Dark Mode showed up.
