The actual story of the Georgia x-axis graph, as near as I can figure out. (But at least better than lazy story you are probably hearing).

There's a couple possible statements on the graph on May 8, but on Saturday May 9, we get this, posted to #epitwitter
I'm not sure if Kendra took that screenshot or reposted, since it is from the day before (Friday, May 8). Maybe it's a repost, or maybe she was just busy doing something else when she first saw it. Anyway, put this issue as "likely discovered on May 8.
Note (and again, correct me if I'm wrong, this is just gained from about 45 mins of digging a week ago) the graph wasn't released as part of a defense of anything. It isn't from a powerpoint or press release -- it's from a person generating data in a lesser known view.
This gets picked up by others on Sunday, either independently discovered or discovered through the original tweet, but by Monday morning at the latest it is retweeted by Georgia state senator Jen Jordan.
