Apart from distraction from other serious issues this country is facing, the “Cummings broke lockdown rules” story neatly creates an example for people to follow and to also flout lockdown rules.

An intentional plan to open the floodgates of lockdown disobedience?

So that people, rather than the UK Govt, can be blamed for the inevitable second wave?

Probably.

But to do the maths.

5% of the UK has antibodies indicating 1.6m have had CV. 60,000 have died, or 3.6% of 1.66m.

If lockdown breaks down completely, and CV spreads to the maximum extent – then that 60,000 could grow to a maximum of 2.4m UK citizens dead.

It is essential, regardless of any plan or not, that we still maximise social distance, and keep with lockdown for as long as possible – regardless of what the Govt says.
