BUT

It's not real.

Or... it's not the UN anyways.

Looking up the site on whois shows that it's a godaddy website created in October of 2018.

Registered to the Illien Global Public Benefit Corporation.

So this weirdo presented a global happiness day proposition back in 2012. Spent millions on it and it finally got approved.

But the UN voting on a resolution is basically useless.
