1) Most importantly, was No.10 aware of where Cummings was going to and where he was staying, after he was photographed running from No.10?

It would seem odd that No.10 would not want to know where the PM's chief political adviser was staying.
2) If No.10 was aware of where Cummings was going, did they okay this, and why didn't they not advise against it as it appeared to be a breach of the government's own guidelines and rules?
3) If No.10 was not aware of Cummings' location, why did they not attempt to ascertain his location, and if so did Cummings lie to them?

It seems unlikely No.10 would not be curious about the location of Cummings and would not have spoken to him about where he was staying.
4) When did No.10 become aware that there had been complaints to the Durham Police about Cummings and that the police appear to have spoken to him?

Again it seems unlikely that the police would not have informed No.10 that they'd spoken to such a key figure.
It's important to establish the truth of the matter and these 4 key questions, because this is key to understanding No.10's complicity in this whole matter.
This is the biggest scandal here. Not so much Cummings' personal hypocrisy, but the complicity of No.10 in this. It seems unlikely in the extreme that they would have made no attempt to ascertain the location of such a key figure and must have become aware of it at some point.
I suggest that this is the main reason No.10 and the government are so reluctant to answer questions about this matter or to dismiss Cummings, because it not merely puts No.10 in the frame, but the whole of the government in the frame.
