ASEC Lopez: There is a reduction of passenger capacity to 50% as a general rule of thumb.
LTFRB Chairman Delgra: Non-motorized transport, not only using bikes but even personal mobility devices are included in the new normal road-based transportation. And we are pushing for bike lanes.
Delgra says that from 3000 buses, the LTFRB will only allow around 500 to run on EDSA. This means that only 17% of buses will be available and each bus will only have 50% capacity at most.
A 2x3 row public utility bus with social distancing measures can carry at most 31 passengers. Multiplied by 500, it means that, at most, only 15,500 people will be able to ride buses at any given time. Metro Manila has a population of more than 12 million people.
As the DOTr ends their part of the forum, there has only been one mention of bike lanes and no specifics on any program that will be implemented.
Benjamin dela Peña asks if the DOTr could set concrete goals on how active transport will be supported and if a budget can be allocated for infrastructure projects.
ASEC Magno promises that the PNR and LRT stations will be bike commuter friendly in the long term.
ASEC de Leon shows an example of a bike lane that they are hoping to implement, adding that one lane should be allotted as soon as GCQ sets in. He asks the MMDA to prioritize and accept their plan.
Life Cycles PH founder Keisha Mayuga: We also have to think about integrating as part of the DOTr's plans. It would be great also to integrate infrastructure that would support and encourage people to bike.
Mayuga: Everybody here is saying that bike lanes are a good idea but where is the implementation?
LTFRB Chairman Delgra shares that he rode his bike going to the office.
DOTR Usec Batan: There is a convergence budgeting process where we coordinate with the DPWH to plan the budget for projects.
LTFRB Chairman Delgra: Buses will have a single route on a dedicated median lane along EDSA.
Asec Mark de Leon: DPWH need to set the implementing rules and regulations on the allocation of funds for bike lane projects.
The forum has ended. Some plans for bike lanes were mentioned but no clear timeline, budget, or details were shared aside from a few photos.
