The thing in her hand is a Federwisch (feather-wipe), a bone-in joint of a goose wing, which she would use to noisily wipe up dust as she went door to door inspecting homes on December 13
Saint Lucy is a popular December saint in Scandinavia, Sicily, and other parts of Italy, but Dark Lucys are all over the place. The Lussibrud, Fersenlutzel, Lutzelfrau, and the Lucu are just a few variants

Dark versions of Advent saints is a common thing, btw. While many people know Saint Nick’s various companions, Lucy, Barbara, Martin, and Thomas all have spookier, often violent counterparts (Bloody Thomas with the Hammer, for example)
