The observation that rich white people are more likely to fill out surveys is near universal. Tell your local electeds that planning outreach budgets have to accommodate real work, not just surveys. Surveys are sometimes lazy but reliance on them is mostly a product of austerity.
Ideally, the understanding that a project will be iterative will also restrain the tendency of electeds to grandstand and use public meetings as an opportunity to abuse staff for personal gain. But that takes broader political commitment to actually doing good, too.
