Next up: This week in NDC enhancement. There were two this week - the most in a single week since February. Hopefully the pace will pick up, but for now, presenting Rwanda and Andorra. 1/
Rwanda went first. Context: Rwanda is a least-developed country responsible for 0.02% of global emissions. Per capita, the average Rwandan emits 3.6% as much as the average American. 2/
(Side note: Rwanda is also the birthplace of the Kigali Amendment, which created targets and timelines under the Montreal Protocol to reduce HFC emissions. For more info, check out  @JessicaSuzBrown and  @Kigali_Cooling.) 3/
Rwanda's initial NDC promised a "deviation of BAU emissions" in 2030 conditional on international support. It covered 3 gases: CO2, CH4, and N2O. It did not quantify its target or its baseline scenario. 4/
Rwanda's new NDC has specific 2030 targets: An unconditional 16% reduction from BAU and an additional 22% (total 38%) with international support. The targets cover CO2, CH4, N2O, and HFCs. 5/

The sector breakdown is interesting. I'm surprised to see energy emissions increase - where we have plenty of clean, cheap alternatives - while ag emissions, which are often said to be harder to mitigate, hold steady. This is the case even under the conditional NDC. 9/
Of note: Under the NDC, Rwanda still projects its emissions in 2030 will be higher than they are today. This underscores the need for richer countries with higher emissions to cut further, faster. 10/
Rwanda's plan also details 24 adaptation measures in water, ag, forestry, human settlements, health, transport, and mining. 11/
Kudos to Rwanda for putting together a transparent and accountable contribution. 12/
Now for Andorra. Do you know much about Andorra? I did not. Andorra has 77,000 people, only around 1/10th as many as Vermont. Its mountains are higher, though! Andorra's official language is Catalan, but thankfully (for me) it submitted its NDC in Spanish. 13/
Andorra's 2030 target, unfortunately, has not been strengthened - it's still a 37% reduction from BAU by 2030. BAU emissions are projected at 530Gg CO2e, just slightly higher than today's. 14/
But the new NDC adds a 2050 carbon neutrality goal! While a number of countries reference carbon neutrality in their NDCs, it's still fairly unusual to include it as a specific NDC-bound goal. 15/
Kudos to Andorra for embracing carbon neutrality. 16/
