First of all, Dak is not asking for $45M per season like some people are misinterpreting. He wants $35M over the first four years of his contract, and $45M over the fifth and final season.
The reason for this is that the 2020 CBA creates a new gambling revenue stream as well as a 17th regular season game.

Because of this, Dak wants to re-enter the market ASAP, or get paid more in the final year of his deal so that his salary reflects this theoretical cap increase.

So it's easy to see why Dak is willing to play hardball and wait it out. He gets $31M and $38M anyway, then gets to hit the open market with what should be a higher salary cap.
