Here's what people need to understand.

No. Trump has no authority to tell the states to reopen or force them to open churches.

But his continued push to have that power and his continued undermining of democratic institutions causes long and lasting damage and takes a toll.
By pushing against the restrictions of his power, he is always making possible that he might move BEYOND those restrictions of power, or create a reality wherein his followers push for him to move beyond those restrictions.

This is what authoritarians do. It builds and builds.
It's like everyone who keeps saying, of course he can't cancel or delay elections. There are laws.

Yes. There are. But laws and institutions are only as strong as our ability and willingness to fight to enforce them.

Authoritarians constantly push until things break.
You have to come around on this. Trump naturally opposes limitations and his flailing and raging break those limitations and lead society further and further into an anti-democratic abyss.

Everything he does is damaging. Every. Single. Thing. And it just builds until it breaks.
