What did Japan do to Korea under the Rising sun flag?
It was used as a flag of war, officially made the war flag of the Imperial Japanese Navy in 1870. The flag reminds especially Chinese and Korean people of the horrors of Japanese occupation.
The Japanese imperialists’ crimes against humanity include forced labor, gruesome medical experiments on innocent people, and forced prostitution.
This is exactly what the Nazis did to the people in Concentration camps

The Swastica has a long cultural and spiritual history but due to the Nazi's appropriation of the symbol many religious and minority groups have been forced to denounce their symbol.
"But if they hate this flag that's a symbol of Japanese culture it must mean they hate all Japanese"
No it does not. Just because German's history has Nazis doesn't mean we hate the Germans. They apologized and are trying to fix their mistakes from happening again.
Japan has not apologized for the same crimes the Nazis did nor are they trying to change like the Germans have. Them raising the Rising sun flag is the equivalent if Germans still raised the Nazi flag on their military ships,
It's equivalent to how descendants of Slaves see the confederate flag raised in modern-day America. If you wish to debate the topic under the guise of "there are 2 sides to every story", be sure to study the exact impacts these actions have had on victims and the outcomes of it.
Winners write the history books, but the winners aren't always right. They hide all the crimes they have done to humanity and push the blame to one person so we can forget it all. No one was innocent in ww2 but the victims.
