You've seen movies. You know the bad guys come right after something bad happens that compromises your security or weakens your defenses. This is not a call to not cut security, its an opportunity to cut through the detritus of the day-to-day and focus on what really matters. https://twitter.com/BrianPKime/status/1263658345929588736
We all start out with the best of intentions, but then X needs A, and Y needs B and all of a sudden what was fairly straight forward is this mess. You're not sure how you got here, or how to get out. Well, a pandemic helps in regards to the latter.
Suddenly the importance of A or B starts to wane, arguments for deviation get weaker. Bureaucratic 'wins' start to seem petty and foolish (they always were, there is simply clarity now) because the problems are existential.
Making the hard decisions you know you needed to make become easier (functionally, not emotionally or socially) because the status quo is untenable. You, actual or organizationally speaking, might not be here tomorrow if you don't make the call.
First principles and intestinal fortitude for the win.
