Imagine:

A foreign power is backing drug smugglers in your country. You try passing laws and doing diplomacy; they keep smuggling. You offer recompense ("We will give you tea for your caches of opium") but they still wanna sell drugs.
Eventually, you go in and confiscate the drugs. The foreign power then declares war on you, wins, and seizes the port so the drug trade can continue. You're forced to sign a humiliating treaty ceding your territory to these state terrorists into perpetuity.
More than a century later, after wars, revolutions and a whole bag a tings, your country grows stronger. You make diplomatic moves to get your land back. After a few decades, you do. You begin the long, painful process of reintegrating what was stolen.
More than 20 years after you get your land back, you're still trying to resume administrative control of your own land. External forces are still interfering, up to and including creating riots in the streets.
After a particularly nasty eruption of street violence, you propose establishing some laws and some security outposts to keep things under control in the returned colony. The drug smugglers and their descendants and friends make a fuss.
Now, imagining all of that, and imagining that you're the country who was once humiliated but is now ascendant.

How would you respond to those people trying to tell you how to run your place?
