This is Rammohan Roy being an idiot, and ridiculing the computational procedures of Sanskrit grammar (Vyākarana), the impeccable precision that it affords, and the theory of Sphota (derivation of meaning from vocal utterances). Nothing comparable existed in any European language.
It is a sad joke that the stupidity of Rammohan Roy is still not deconstructed by Indians, even today. India lost its own indigenous scientific tradition, and became a "coolie country" by adopting the precepts of Rammohan Roy: education in a widely inferior language (English).
It also seems that Rammohan Roy completely made up a quotation from Lord Francis Bacon "Sanskrit education is the best calculated to keep the Indian mind in the bondage of darkness".

I cannot find any such quote by Bacon. He seems to have been completely ignorant of India.

The British have naturally made Francis Bacon as some kind of John the Baptist for the Christ yet to be born (Issac Newton) who would redeem the world with the light of the Englishman's reason.

Bacon's empiricism giving light to scientific method -> It is all sheer mythology.
In reality, Francis Bacon was copying a whole lot of arguments from other European thinkers. His Novum Organuum was probably an Anglican church reply to the "Ars Magna" of the Catalan philosopher/theologian Ramon Llull, who himself was responding to the Zairja of the Arabs.
The European renaissance had several hidden currents from oriental (Arab) and far-oriental (mostly Hindu and Buddhist) ideas. They naturally misunderstood them, masked them, and also appropriated them into their mythology. Idiots like Rammohan Roy facilitated this appropriation.
Bacon's empiricism is actually crap. It literally doesn't extend to anything beyond the mundane. God and theology were exempt from empiricism, we need the shining ass of some chosen fellow to see the reflections of God. Bacon was emphatic that this cannot be obtained empirically.
Bacon's empiricism is woefully short, when compared to Hindu/Buddhist thinkers. In reality, Bacon conducted zero experiments. He was just a popular figure in English parlours and saloons of the time. So Roy attributing a false quote of Bacon to diss on India is sheer dumbassery.
