I have it on good authority that Safe Harbor, MageOne, and OpenMage will not be recognized by at least one _major_ payments vendor as a long-term-support option for Magento 1.x

This is a problem, to be sure. If you're on Magento 1 and you've taken a wait-and-see approach, you have rough waters ahead. You'd better get to work now to abandon ship.

Staying on Magento 1 is, and always has been, very bad advice. Moving to M2 may not be great advice for every use case.
So, if you're on M1 today I highly recommend looking at another platform. Maybe M2; or any platform - Shopify, BigCommerce. No time to lose. Get to work.
