At 1,598 cases over the last 14 days, Riverside County does not meet that goal. An alternate goal is to have a test-positivity rate of < 8% over 7 days. Dividing the number of new cases by the number of new tests reported yields a rate of 6.3% (up from 4.9% a week ago). (2/3)
So Riverside County seems to be meeting the test-positivity goal.
However the other criteria involve COVID-19 hospitalizations, and I don't have good data on those:
— < 5% average daily change, over 7 days
— < 20 hospitalizations on any day in last 14 days

UPDATE: actually, I do have the daily number of currently-hospitalized patients, so with a little math I would say the average daily change as defined above is 6.1% — too high.
