A familiar manual of dictators and colonialists calls for harsh measures and collective punishment to be imposed upon a population until someone somewhere turns violent. The violence is then used to justify and ramp up the collective punishment.
Essentially, the reactions of a besieged and traumatized population is used as justification for their besiegement and traumatization.
They then speak about "peace" and insist that the oppressed are the problem. But they don't want peace, they want exactly this status quo. They need to keep that population in a dehumanized state in order to justify their continued dehumanization.
Think: The Israelis and the Palestinians. India and the Kashmiris. Saudi Arabia and the Yemenis. I'm sure the list of examples doesn't stop there.
