It appears they were in such excitement to mash this out that they forgot to actually check whether it made sense. Putting aside the fact that the US was held accountable for its actions by democratic process, this is still just apologia for genocide and war crimes.

"no responsibility for" is an interesting argument to make with regard to crimes against humanity; and not one that really stands up even in the narrowest of legalistic senses. But sure, who cares about Muslims being murdered?
