the IBM backend code (“cloud functions”? i don’t know) isn’t available there. they might not be required to release it under the GPL but they should do it anyways.

but, still, now that there are multiple turnkey implementations based on the ExposureNotification framework, @GoAHealth needs to change ABTraceTogether to use it if the app is going to have any value.
