Ok, I have a theory. And it isn't on the fic per se so.
Kaioh came early to the cafe, with some classmates and they, as soon as they saw Hawks, begun to tease him about his rendezvous with Touya on the camp. Wich Hawks saw the hickeys of.

So Hawks entered jealous mode and promptly pour coffee on his sempai. And since everyone begun to gossip about Dabi cheating on him (and no, they aren't even dating), he turned the flirting volume to the top once Touya appears on the cafe. Hence Touya is very confused at it all.
