Alright, time to make a thread of how texture loading works in Unreal. Keep in mind I just have this knowledge from modding unreal games, so I could easily be wrong about a bunch of things. Also, I absolutely loved this game from beginning to end so there's no real bias against this game nor the developers. I also have a very limited knowledge of Unreal engine creator's license version since I've just started using it. With that in mind
First of all, yes, most of the textures in the game are HD and fail to load at their proper resolution in the game. This could be for a number of reasons. But the most common motive could be just a misstep in the handling of LOD (level of detail) and loading times.
You see in simple terms, textures and 3d meshes usually have multiple LOD "versions" included in their unique files. Meaning that even by loading a texture or mesh, the game still has to load a very specific version of them according to the camera location.
