As @benjaminwittes notes the Flynn unmasking requests pre-date the Flynn Kislyak calls.
And there are an awful lot of NATO people in there, including the US AMB to Turkey.
And also, interestingly, a bunch of folks at DOE.

1) Flynn was involved in efforts with Turkish President Erdogan to try to "remove" Fethullah Gulen, a Turkish cleric and critic of Erdogan, who holds a US Green Card.

Flynn had been working for Erdogan since 2016, long before he joined Trump. His activities under that contract would have been of tremendous interest to NATO officials, since Turkey is a member of that alliance.
The NATO unmaskings are coming at a fairly low level, but Flynn's involvement with Erdogan and attempts to target Fethullah Gulen would have been of interest to NATO and UN officials.
There's also a few people who are listed from DOE. we don't know context of these intelligence reports, we do know that Flynn was involved in an effort to sell nuclear power plants to Saudi Arabia.

But most importantly, these unmasking requests are predominantly from before the Kislyak call, suggesting this is *NOT* about Trump-Russia, but about Flynn's dealings with other countries.
