Part of the QRG, not an algo.

It represents many algos, but not ONLY algos.
Google uses the Quality Raters Guide to dumb down the algos for raters & also to explain what Google considers quality site.

This does NOT mean what you see there is in the algos.
NOT an SEO Guide.

But if you know nothing about the algos, it will help you create a good site.
I have recovered sites from these updates and the focus areas are located in this documentation.

Primarily found it to be related to technical issues &/or query shifting.

Technical has been the largest driver.

Query shifts always need to be checked however.
What is query shifting?
It is when Google changed what query it feels is "relevant" -- often it is a broad query term moved to a more specific one, ie more traffic to less traffic & that term is part of a large query set ie responsible for large amounts of traffic.

Core updates are a tweaking of the CORE RANKING FACTORS to obtain a Google defined goal.

Nothing new.

Just more broad as updates this large are usually more target specific.
NOTE. It is best to get a Forensic Technical SEO like myself, @jennyhalasz, or @AlanBleiweiss who are experienced in recovering sites from these updates & get a site audit as well as a query audit (always good anyway) Highly recommend @jimhedger & Chris Hawkins <- they rock
