They're rolling out Contact Tracers in my state too. Is there ANYONE ON OUR SIDE?
This virus has highly effective treatments. There is no justification for this massive spy, tracking and detainment program.
There are only sinister implications.

And once they roll this out, and they've already begun, when will they stop using the program?

I predict- never.
They will simply have more reasons in the future to use Tracers. Always "reasonable" reasons, of course.
Bad program, worse than (non)Patriot Act.
