The statement contains a few areas where partners have reached progress where negotiations have been stalled for months. Most notably, Germany will host an international partnership conference in Berlin together with the EU, UN and Government of Sudan at the end of June. 2/
The conference will be a signal of high-level political support to the government of #Sudan as well as an opportunity for pledges. The main attention is on measures to mitigate the macro-economic reforms. 3/
The "family support programme" of cash transfers to a large section of Sudanese society is currently being developed by the govt of Sudan. It used to be known as "quasi-universal basic income" or "social safety net". Goal remains short-term mitigation of subsidy removal. 4/
The @WorldBankAfrica has developed a multi-donor trust fund with flexible funding arrangements. It will allow donors to makes pledges that #Sudan can control but not in to its budget. The original cost for the programme was 1.9 bn USD per year, but this may need to be adjusted.5/
Partners also adopted a "mutual partnership framework" to guide preparations and that international partners and #Sudan can use to hold each other accountable. It stresses that the partnership is with the "civilian-led transitional government", underlining Hamdok's leadership. 6/
Partners also promise to accelerate debt relief and the return of #Sudan to cooperation with #IFIs. The government pledges to pursue ambitious macro-economic reforms and a budget with priorities of health, education and agriculture. 7/
In sum, important progress, with the partnership conference in June hopefully spurring the process forward further.
Risks remain high though. The balance of power in Khartoum is fragile, the peace process stalled, and civilian forces split. #Sudan 8/8
